The Odisha government has simplified the registration process for apartment projects completed before the implementation of RERA (October 5, 2016). Housing and Urban Development Minister Krushnachandra Mohapatra announced that this move aims to provide relief to individual buyers, promoters, and landowners who faced difficulties under the 2023 Ownership Act. To qualify, at least 50% of the apartments in a project must have been sold via registered deeds before the RERA date, and the building plan must be approved. Promoters must obtain an NOC from the allottee association for unsold units. The government clarified that this relaxation is only for registration and will not regularize illegal constructions.
