The state's only Horticulture Training Center located at Kalinga in Kandhamal district has become defunct once again. Established in 2013 to train youth and farmers from 10 districts, the center faced closure in 2016 due to water issues. Although it resumed operations in February 2025 after CM's intervention, training programs have stopped following the transfer of the Associate Director.
