Tibetan refugees living in Gajapati district's Mohana and R. Udayagiri blocks have been excluded from the government's Social Infrastructure Registration (SIR) process. Despite living in camps since 1963 and possessing Aadhaar, Voter IDs, and Ration cards, they are not included in the SIR list. The district administration stated that no official instructions have been received from the government to include them.
