India registers an average of 1,700 custodial death cases annually through NHRC but lacks a specific law criminalizing torture. Although India signed the UN Convention Against Torture in 1997, it hasn't ratified it. Experts call for urgent systemic reforms and implementation of 2006 Supreme Court directives to replace the archaic 1860 police laws.
