The Gauhati High Court ruled that PAN cards and voter IDs are not proof of Indian citizenship. While hearing a petition by Aminul Haque, who challenged a 2019 Foreigners Tribunal order, the court stated that despite submitting 16 documents including NRC copies and land records, he failed to meet the burden of proof under Section 9 of the Foreigners Act, 1964. The bench emphasized that the responsibility to prove citizenship lies with the individual and oral testimony without valid supporting documents is insufficient.
