Police Regional Office 8 said the complaint was filed Tuesday evening following an inquest proceeding where the minor suspect and witnesses were presented before authorities.
PRO-8 Regional Director Brig. Gen. Jason Capoy said the charges were based on initial investigative findings, including forensic test results and recovered evidence linked to the incident.
Authorities said both CICLs involved tested positive in paraffin examinations, suggesting possible handling or discharge of firearms. Gunpowder nitrate traces were also reportedly found, along with firearms recovered during the operation. Police added that both suspects are right-handed.
The 14-year-old accomplice suspect, however, was not charged due to exemption from criminal liability under the countryโs juvenile justice law.
The suspect remains in police custody as investigators continue to determine the motive behind the shooting and whether other individuals may have been involved.
