The Parliament has passed the Registration of Births and Deaths (Amendment) Bill, 2026, with Rajya Sabha approving it yesterday. Lok Sabha has already passed the Bill. Minister of State for Home Nityanand Rai moved the bill, which aims to amend the Registration of Births and Deaths Act, 1969. 2. India launched a new Clouded Leopard Conservation Action Plan on International Clouded Leopard Day, observed on 4 August 2026. The plan was prepared under the Government of India-GEF-UNDP initiative and was released during the 91st meeting of the Standing Committee of the National Board of Wildlife in Coimbatore. 3. India’s installed power generation capacity is projected to reach 874 GW by 2031-32. As of 30 June 2026, the total installed capacity stood at 548,858 MW, or about 548.86 GW. Non-fossil fuel sources accounted for 54.18% of the installed capacity on the same date, above the Nationally Determined Contribution target of 50% for 2030. 4. Union Ministry of Finance proposed amendments to the Payment and Settlement Systems Act, 2007, on 3 August 2026 to reintroduce Merchant Discount Rate on select digital payment modes. The proposal seeks to remove the zero MDR provision under Section 10A, which currently bars banks and payment system providers from levying charges on online transactions, including Unified Payments Interface and RuPay debit card payments. 5. Ministry of Road Transport and Highways has proposed draft rules to introduce two-wheeled ambulances in India. The draft framework seeks to create a separate legal and technical basis for registration, design, safety, and operation under the Central Motor Vehicles Rules, 1989. 6. The Lok Sabha has passed the Appropriation (No – 3) Bill, 2026. The Bill was moved by Finance Minister Nirmala Sitharaman. It provides for the authorisation of the appropriation of money from the Consolidated Fund of India to meet amounts spent on certain services during the financial year ended on the 31st March 2023 in excess of the amounts granted for those services for that year. 7. IIT Hyderabad and Crimson Energy Experts Pvt. Ltd. launched ANUGYAN, the Nuclear Technology Orientation Programme, on 3 August 2026. Telangana’s Chief Electoral Officer, C. Sudarshan Reddy, has directed officials to fix errors in voter enumeration forms as part of the ongoing Special Intensive Revision process. He asked them to correct missing photos, wrong birth dates, gender mistakes, and signature errors to ensure accurate voter data. 12. Summer Annuals of Amrit Udyan at Rashtrapati Bhavan to be open for the public from August 16th of this month. People can visit the Amrit Udyan till September 15. India has termed the so-called local elections in Pakistan-occupied Jammu and Kashmir a complete farce, saying such hollow cannot hide reality. External Affairs Ministry spokesperson Randhir Jaiswal pointed out that the real happening is that of public protests and wanton killings by Pakistani forces. He said that since June this year, at least 90 civilians have lost their lives in the continuing crackdown. 2. India has brought back 274 fugitive criminals from 36 countries between 2019 and 2026. The Ministry of Home Affairs said that to strengthen action against fugitives, the government enacted the Fugitive Economic Offenders Act in 2018. India and Uzbekistan have set a target to double bilateral trade to about $3 billion within three years. The legal team representing Bangladeshi Hindu monk Chinmoy Krishna Das has voiced deep concern over the deliberate pacing of his release process.
