Inside the ED's 258 Page Note: How Tamilnadu's MAWS Tenders Were Allegedly Fixed Before Bids Even Opened? A 258 page internal communication sent by the ED to Tamilnadu's DGP, DVAC, and the Chief Secretary has alleged the existence of a structured system of manipulation in government contracts executed by the Municipal Administration and Water Supply Department. The communication, dated December 3, 2025, originates from the ED's Chennai Zonal Office I and is based on digital evidence seized during search operations conducted in April 2025 at premises linked to relatives and associates of MAWS Minister K.N Nehru. The searches were initially undertaken in connection with a bank fraud case registered by the CBI. While that predicate offence was subsequently closed, the ED states that forensic analysis of seized digital devices revealed material suggesting a separate pattern of alleged corruption involving government tenders. According to the ED note, WhatsApp chats, photographs, call logs, and tender documents recovered from mobile phones during the searches indicate that contracts issued by the MAWS Department may have been manipulated in favour of pre selected contractors. They paid commissions described in the communications as Party Fund. The agency claims that these payments were allegedly collected at rates ranging between 7.5% and 10% of the total contract value, before or during the tendering process. The document identifies Kavi Prasad, described as a long time associate of the minister's family and a former director in companies belonging to the True Value Homes (TVH) Group, as a key intermediary. The ED alleges that forensic examination of his mobile phone revealed regular communication with several IAS and IPS officers, MLAs, contractors, and municipal authorities. In certain chats cited in the note, officials are said to have addressed him as Sir or Chief and sought his assistance in arranging meetings with ministers, facilitating transfers and postings, or securing allotment of government works. The ED further alleges that Kavi Prasad functioned as a liaison between contractors and decision makers within the administration. Communications referenced in the note include requests for ministerial appointments made on behalf of officers such as Hariharan, IAS, and Chandramohan, IAS, and interactions involving Atulya Misra, IAS, Ponniah, IAS, and Prathap, IAS. In another instance cited by investigators, Salem Corporation Commissioner Ranjeeth Singh, IAS, allegedly provided a report to Kavi Prasad in response to a complaint routed through the Chief Minister’s Office. He is said to have relayed it back to the CMO. The ED communication also names elected representatives, including Sudharshan, MLA, AP Nandhakumar, MLA, Ebenezer (RK Nagar MLA) and MP Kalanithi, who are alleged to have shared lists of tenders or contract details through messaging platforms. IPS officers identified in the document include Varun, IPS, Gangadhar, IPS, and Saravanan (SP, Intelligence), whose communications with Kavi Prasad are cited as part of the digital evidence analysed. The note outlines what investigators describe as a possible modus operandi, wherein eligibility criteria for certain tenders were allegedly framed or modified in advance to suit particular contractors. Retired Chief Engineer Ponnambalam is named as having assisted in this process. Contractors mentioned in the communication include VT Constructions, CNT Constructions, Trident Solutions Pvt. Ltd., Gajalakshmi Construction, Yogalakshmi Construction, Annamalai Construction, Gayatri Enterprises, R.S. Enterprises, and Sakthi Lighting Tech India Pvt. Ltd. Other individuals named in the note include D. Ramesh, K.N Manivannan, Prabu, T. Selvamani, and Yasmeen, an employee of True Value Homes India Pvt. Ltd., who is alleged to have coordinated meetings between contractors and intermediaries. Calculation sheets recovered from chat histories reportedly show amounts calculated as party funds at approximately 10% of contract value in some cases. One such sheet allegedly records ₹91.96 lakh as funds for a ₹9.19 crore project, while another calculates ₹2.62 crore as funds for a ₹35 crore contract. In Para 9.8 of the note (Pages 51 & 52), the ED states that the Party Fund referenced in the communications was allegedly collected for the benefit of the ruling political party in Tamilnadu, identified as the DMK. The document notes that the DMK is headed by Chief Minister M.K Stalin, and further states that the alleged beneficiaries of such collections are M.K Stalin and Deputy Chief Minister Udhayanidhi Stalin. The ED also cites a message recovered from the phone of N. Ravichandran, attributed to Kavi Prasad. This message refers to 1 lakh contributions being collected from 43 engineers and officers of the MAWS Department for organising an official public function connected to the Chief Minister. According to the communication, the alleged system extended across multiple categories of MAWS projects, including sanitation outsourcing contracts, community toilet construction, storm water drain works, village roads, sweeper quarters, and NABARD funded schemes. The note further alleges that funds collected through this mechanism were subsequently routed through domestic and international hawala channels or bank transfers. The ED has recommended registration of FIRs by competent authorities and further investigation into the matter, noting that any public servant in possession of relevant evidence may face legal liability for failing to act.
