In response, the Nehru Government enacted the First Constitutional Amendment, inserting Article 15(4) to enable reservation in education. Likewise, the Modi Government introduced 10% EWS reservation through the 103rd Constitutional Amendment (2019), which must be implemented uniformly across all States and UTs. #Political_Issues 🔴 How Did India’s Reservation System Become Caste-Based? 🔴 The Constitution did not explicitly create “caste-based reservation.” Governments and commissions used caste as a practical method of identifying backward classes, and the Supreme Court subsequently upheld caste as a permissible indicator of social backwardness. 🔴 How did this happen? 🔴 👉 1. The Constitution — 1950 Article 16(4) empowers the State to make provisions for a “backward class of citizens” that is not adequately represented in government services. The Constitution does not use the expression “backward caste” in Article 16(4). It also prohibits discrimination on the ground of caste under Article 16(2). 👉 2. Backward Classes Commissions After Independence, the government began identifying socially and educationally backward groups. The Kaka Kalelkar Commission (1953) was the first Backward Classes Commission. Later, the Mandal Commission (1979) was established under Article 340 to identify socially and educationally backward classes. Caste became an important criterion in this identification process. 👉 3. The Mandal Commission — 1980 The Mandal Commission recommended 27% reservation for Other Backward Classes (OBCs) in Central Government employment. Its identification of backward classes relied heavily on caste and social indicators. 👉 4. Government implementation — 1990 In 1990, the Union Government implemented the Mandal recommendation and provided 27% reservation in Central Government posts and services for socially and educationally backward classes. The government order specifically identified the relevant castes and communities through the lists used for implementation. 👉 5. Supreme Court — Indra Sawhney, 1992 The Supreme Court subsequently upheld the basic validity of the 27% OBC reservation. Crucially, the Court held that identification of backward classes can begin with caste, provided the applicable criteria establish social backwardness. It also made clear that “backward class” cannot simply be equated with “backward caste.” 🤡 The key constitutional question 🤡 👉 Therefore, India's present caste-linked reservation system did not arise from a constitutional sentence saying: - Reserve government jobs on the basis of caste Instead, it evolved through government policy, Backward Classes Commissions, the Mandal Commission, executive implementation and judicial interpretation. The Constitution uses the broader expression “backward class of citizens.” Caste subsequently became one of the principal methods used to identify such classes. What is true: On 7 November 1966, a large protest demanding a nationwide ban on cow slaughter took place near the Indian Parliament in New Delhi. The protest involved many Hindu religious leaders, sadhus, and supporters, and police did open fire after the demonstration turned violent, with clashes, arson, and attempts to breach Parliament security. What is misleading or false: The claim that "nearly one million saints and religious leaders" gathered is not supported by historical records. Contemporary reports estimate the crowd at around 1 lakh (100,000) to 1.2 lakh people, not one million. The implication that the government ordered firing on one million saints is therefore false. Historical records, Parliament debates, and newspaper reports indicate 8 deaths in total (7 protesters and 1 policeman), not hundreds or thousands of deaths as some viral posts claim. Verdict: ✅ A police firing did occur during the 7 November 1966 anti-cow slaughter agitation. ❌ The claims of "nearly one million saints" being present and the suggestion of a mass killing on that scale are unsupported and misleading. #Political_Issues 🍏 CAUVERY WATER DISPUTE - When, Where, What, And How Did It Happen? 🍏 On 4 May 1799, Tipu Sultan was defeated and killed during the Siege of Srirangapatna. On 5 May, Abdul Khaliq, Tipu's second son, who had earlier been a hostage of Lord Cornwallis, surrendered to General Baird. The property seized by the British was estimated to be worth £1.6 million (then value), and large quantities of jewels and cash were also confiscated. Colonel Arthur Wellesley took command of the fort. On 12 May, Tipu's advisor, Dewan Purnaiah, met General Harris and proposed that Tipu's eldest son, Fateh Haider, be installed on the throne, with the British receiving tribute in return for maintaining troops to secure the garrisons. However, General Harris suggested restoring the Hindu Wadiyar dynasty to the throne of Mysore. Purnaiah was not convinced. Governor-General Richard Wellesley also opposed placing Mysore under any family that had aligned with the French. Tipu's family was subsequently relocated to Vellore Fort and granted an annual pension of ₹7 lakh. Mysore was partitioned among the British, the Wadiyars, the Nizam of Hyderabad, and a small portion was allocated to the Marathas. On 24 June 1799, the young Krishnaraja Wadiyar III was informed that he would ascend the throne of Mysore. On 30 June 1799, he was formally crowned king, and Purnaiah was appointed Dewan of Mysore. On 8 July 1799, the Subsidiary Treaty of Srirangapatna was signed between the British and the minor king. The restored Mysore State was left with limited financial resources. Agriculture became its primary source of revenue. Purnaiah focused on restoring tanks, lakes, and irrigation infrastructure across Mysore. By 1807, these large-scale irrigation and canal projects led to disputes with the neighboring Tanjore region over the sharing of Cauvery river waters. This is where the roots of the Cauvery water dispute can be traced. It was not originally a Kannada vs. Tamil issue. It began as a dispute over irrigation and water allocation between neighboring administrations. By 1924, the Madras Presidency (present-day Tamil Nadu) had about 15.2 lakh acres under irrigation, whereas the Mysore State (present-day Karnataka) had around 1.4 lakh acres under major irrigation and an additional 2.03 lakh acres under minor irrigation. Over time, this changed significantly due to agricultural expansion, the Green Revolution, and technological advancements, while the overall availability of Cauvery water remained broadly constrained.
