The government's response so far has been procedural — tightening exit rules rather than asking why people are leaving in the first place.
This is bigger than an HR issue. It's a governance question.
Other space agencies have faced similar attrition to the private sector — and responded by building real public-private ecosystems, not exit barriers. India doesn't need to copy anyone's model. But the lesson holds: empower institutions, retain talent, enable responsible private collaboration, and let innovation — not bureaucracy — lead.
